The read

Bulgaria's EuroHPC system at Sofia Tech Park, an Eviden BullSequana with AMD EPYC 7H12 CPUs, ranked 91st in June 2021. The operator's documentation adds a four-node NVIDIA DGX H200 partition of 32 GPUs. The installation year is TOP500's; no announcement or funder is on the pages we could fetch. TOP500 is the only source for Rmax, Rpeak and core count, so the tier is reported.
