Why this part
Europe's only indigenous HPC interconnect, designed by Bull and now sold by Eviden, and it exists for a sovereignty argument rather than a performance one. BXI offloads the entire message-passing stack onto the adapter so the host CPU does no communication work. It appears in very few machines, which is the honest state of European hardware independence and the reason this site's EU domestic-substitution index reads zero: a fabric alone does not make a domestic system when every processor above it is designed elsewhere.
