Why this part
The European Processor Initiative's general-purpose part, and the answer to why this site's EU domestic-substitution index reads zero in every year measured so far. Europe operates some of the largest machines in the world and has designed almost none of the silicon in them. Rhea1 is the first European host CPU intended for a EuroHPC exascale system, and its Arm licence is the same compromise Phytium and Huawei made: sovereignty over the design, dependence on someone else's instruction set and on a Taiwanese fab.
