Why this part
The place a campus's power actually enters the building, and increasingly the actual schedule constraint on a new machine. A GPU generation now arrives faster than utilities can build substation capacity or than switchgear manufacturers can deliver equipment, so procurement teams report ordering electrical gear years before the compute it will serve is even announced. Lead time here, not silicon lead time, is what most often sets the date a large AI cluster actually goes live, which is the opposite of how these projects are usually described in public.
