Why this part
Huawei's Arm server CPU, designed in-house at HiSilicon and paired with the Ascend accelerator line to give a complete domestic node. Its constraint is not design but fabrication: after the May 2019 Entity List addition and the September 2020 foreign direct product rule, 7nm capacity at TSMC became unavailable, and no part of the design changes that. Kunpeng is the clearest illustration that in this supply chain the binding layer is the fab, not the architect.
