Why this part
The reason siting fights over a new data centre increasingly concern water rather than power. A cooling tower rejects heat by evaporating water, which is thermodynamically cheaper than a dry cooler and consumes water that does not return to the watershed it came from. A large campus can use millions of gallons a day, and in drought-affected regions that is now frequently the binding local constraint on where a new machine can be sited at all, ahead of grid capacity or land cost.
